After the bombing of Pearl Harbor, the United States mobilized to defend their interests in the Pacific and to assist their allies in Europe. The East Coast of the United States soon came under attack from U-boats, but the Germans quickly realized that moving their U-boats to the Caribbean would permit more damage to Allied shipping providing essential war materials and oil. Army Intelligence sends Dr. Cole Sterling to Cuba to investigate rumors that U-boats were being resupplied in remote bays in Cuba. Cole is assisted by a female Cuban colleague who introduces him to her beautiful cousin, a talented artist. While at the art gallery, Cole sees a man he has sought for over twenty years in the belief that he murdered his fiancee. Aware that he spied for the Germans in WWI, Cole is determined to learn why this man is in Cuba since he suspects his presence is related to the effectiveness of the U-boat mission in the Caribbean.
