Active listening is key to success when doing the scope definition of a project.
Scope can be fuzzy but it is Project Manager's and project team goal to translate the customer requirements, needs and constraints into a well defined objective with clear understanding of what are the deliverables, who will deliver and how success will be measured.
Scope definition should include a communication plan as well as define of how to handle internal or external change of all types.
Scope definition has to include also the RACI (Responsibility, Accountability, Consulted, and Informed) matrix which defines, in general terms, who does what and who reports to who.
Also scope definition provides basis to develop schedule and cost estimation or budgeting.
